In the Daily Monitor of 24th September 2013, Youth Affairs Minister Ronald Kibuule went on record with the notion that women dressed indecently have asked to be raped and suspects who have raped such women should be released. To quote the newspaper he said “If she is dressed poorly and is raped, no one should be arrested”. He also said that in cases of rape, police should first ascertain the dress code of the victim, and if they were dressed indecently, they should also be charged with inviting the crime.
Yesterday 25th September 2013, UWONET held a press conference to denounce his utterances and rape culture in Uganda.  The following demands were made at the Press Conference:

  • Youth Minister Ronald Kibuule makes a public apology to Ugandans in the print, audio and visual mediaYouth Minister Ronald Kibuule resigns from his current ministerial position
  • The IGP issues a statement on the Police’s stand on prosecution of rape cases
  • The Minister Of Gender, Labor And Social Development, Hon. Mary Karooro Okurut issues a statement clearly indicating the Ministry’s stand on rape and violence against women
  • Parliament to censor Hon. Ronald Kibuule, Member of Parliament for Mukono North County
  • His Excellency President Yoweri Kaguta Museveni to drop Hon. Ronald Kibuule from his current position as Youth Minister

As a result of the story, the minister was summoned to make a statement on the floor of Parliament on Wednesday in which he faulted the newspaper. He told the House: “I am a father, I am a leader and I am a son of a woman. The essence of the Monitor report was that I okayed rape. That  while addressing the youth, I okayed rape of girls who put on miniskirts and that the victims of rape should not be helped.”
